Abstract

"The role of intelligence, as defined by JCS Joint Publication-2, id to provide knowledge of the enemy, telling commanders "what their adversaries or potential adversaries are doing, what they are capable of doing, and what they may do in the future." Most suggested Naval Intelligence reforms place their emphasis on only one aspect of these requirements, while warfighters expect their intelligence staffs to answer them all. The answers mat come from different source, but they always relate back to the enemy. The first priority of Naval Intelligence must be the ability to answer any question a commander may ask about a potential adversary. To successfully do that, the community must organize and evaluate itself based on its knowledge of the threat."
