Abstract

It had been reported in the Naval and Military Record that a Board of officers had been sitting at Newport, Rhode Island, to decide on a torpedo for use throughout the United States Navy. At the time both Whitehead and Howell torpedoes were being used with the former dominating at a ratio of about four to one.
