Abstract

"A small boat of the Goubet class has been going through its trials at Toulon lately, and French tacticians urge that as it cannot find its way under water, and has only a very small range of action, it may be employed at the entrance of a port with tremendous effect. Four of such boats, it is said, would effectually prevent a hostile fleet from entering. So would a number of submarine torpedoes. The four boats of the Narval type, which were ordered some time ago, are under construction at Cherbourg. Those who do not belong to the new schools of naval strategists question the wisdom of building vessels of a class which have never yet given any proof of their value."
