Abstract

'Not so long ago there was a tendency to believe that the secret collection capabilities of intelligence systems gave governments a unique insight into world events. Furthermore, it was understood that these systems needed to remain secret if they were to continue to operate. For these reasons, no one asked too many questions and everyone had faith in intelligence. Sadly, the misuse of intelligence as a tool of 'spin' by governments means that this is changing.'
