The Admiralty had recently ordered a twin screw steamer 60 ft. long 12 ft. beam, for use between the Royal Gun Factories of Woolwich and Shoeburyness, the steamer was designed by Messrs. Edwards and Symes, of Cubitt Town, Poplar, and fitted by them with Willans' patent three-cylinder engines.
