'The arrangement made by the Navy Department for the purchase of the right to manufacture the Whitehead torpedo in this country seems to have created some surprise. This may be due to the fact that the department has for a long time been experimenting with American devices, and has given orders for the supply of no fewer than thirty of the well-known Howell torpedoes and three of the Patrick type. But the question of purchasing Whiteheads has been for several years under consideration.'
