"With the US submarine force stretched to capacity, the Navy and Department of Defense are examining both future submarine force structure and the entire realm of undersea warfare operations. They are considering whether some missions currently performed by the boats can be conducted by other means. One area being considered is whether intelligence, surveillance and reconnaissance (ISR) missions can be performed by other means… In the interim, Admiral Bowman says, the navy has taken steps to reduce the stress on the submarine force. They include home-porting three of its SSN's in Guam."
