It was reported that the torpedo destroyers Osetr, Kefal, and Lossos (length 185 feet, beam 19 feet, draught 10 feet; displacement 315 tons) being built by Forges et Chantiers de la Mediterranee, for the Russian Government, would not be completed until 1901.
