On the 6th of October 1896 the United States Navy awarded contracts for the construction of new torpedo boats to the following companies; The Bath Ironworks, Maine; The Union Iron Works; Wolff and Zwicken, Seattle; Herreschoff Manufacturing Company; Columbia Ironworks, Baltimore, and Charles Hillman and Company, Philadelphia.
