Abstract

In 1886 the Japanese Government ordered fifty torpedo boats from several English shipbuilders. The boats were all delivered within twelve months of the orders being placed. The next year the Japanese Government ordered sixteen torpedo boats from a number of French shipbuilders. Unfortunately they were unable to complete their orders on time, and the Japanese Admiralty decided that in future it would build its own torpedo boats at the Onohana naval dockyard.
