Abstract

Despite the reported successes of the Russians against the Turks many naval officers considered torpedo launches to be useless as a weapon of attack except at night or in a dense fog. It was suggested that a turtle boat (length 60 feet, beam 8 feet, draught 4 feet) with a speed of 12 knots, protected with about 20 tons of 2-inch armour plate would be more effective.
