Abstract

The experiments with the Naval War Game had taken a turn towards strategy, or rather one that combined strategy with tactics. It had been intended to play out a war between Japan and Russia, but there were insufficient players for all of the ships, and it was decided to conduct a simpler game in which the British Isles were split up in manoeuvre fashion, with the important difference that trade was allowed for, and coal endurances were reduced.
