'Industrial espionage, a threat emerging in its significance, poses a new set of challenges to policy makers and security analysts in government and private industry not just in Australia but around the world. Assisted by factors and motives that are part of the existing international economic, political and technological order, industrial espionage appears to remain an enduring threat to the well-being of industry, private enterprise and government.'
