Abstract

The opinions expressed by Sir Thomas Brassey in 1878 regarding the state of the Navy were the same as those of the editors of Engineering in 1884. They, like Sir Thomas, believed that the Navy was not administered in a profitable or business-like manner and that what was wanted, was not a mere increase in expenditure upon the Navy but a radical administrative reform that would lead to the affairs of the Admiralty being economically, energetically, and ably conducted.
