'Defence measures continue to receive the attention of the Victorian Government. Sir Bryan O'Laghlen, Mr. Bent, Colonel Scratchley, and Major Bull recently visited the forts at Port Phillip Heads. The works at Queenscliff, Point Nepean, and Swan Island, were also inspected, and improvements were resolved upon which will be executed within eight months, and will complete the equipment of the fortifications.'
