Abstract

'A Royal Commission appointed to consider the question of the defences of Victoria has recommended that the strength of the Naval Reserve formed by the colony should be increased with a proper complement of officers to 300 men, and that the men should be instructed in garrison drill and in the work of laying torpedoes, in addition to their duties on board ship. It is also suggested by the commissioners that a supply of materiel for stationary torpedoes should be procured without delay.'
