The Admiralty had just placed an order for a fast torpedo launch (length 81 feet, beam 10 feet 10 inches; speed 18 knots) with Messrs. John Thornycroft and Co., of Chiswick. Messrs. Thornycroft had also constructed fast launches for the Norwegian, Swedish, Danish, and Austrian Governments, and was in the process of building two fast launches for the French Government.
