It was reported in the Army and Navy Gazette that the Admiralty had directed that in the future torpedo boat destroyers were to be subjected to a two hours steam trial after commissioning, and that before leaving port for service each vessels was to attain a mean indicated horsepower of at least nine-tenths of the engine power guaranteed by contract.
