The author was of the opinion that the recent debate in the House of Commons on the large-scale use of Belleville water-tube boilers in the Royal Navy demonstrated how unsuitable the House of Commons debates were for the settlement of technical questions. Those taking part in the debate had no scientific training, they were not impartial, and they did not have the best interests of the country at heart.
