A review of Our sea coast defences, published by the Military Service Institution, New York. The author, Lieutenant E Griffin, of the United states Engineers described modern coastal defences as consisting of three lines: (1) An outer one of warships; (2) Skirmish or torpedo boats; (3) Land forts, obstructions, and fixed torpedoes or mines.
